In a press briefing on March 23, 2025, the Valley Transportation Authority (VTA) faced criticism from its workers and union representatives. The VTA Board Chair Sergio Lopez and General Manager Carolyn Gonot were accused of offering an insulting contract to ATU Local 265-San Jose, CA, which disrespected frontline workers and riders.
Earlier in the week, during contract negotiations, VTA Assistant General Manager Greg Richardson reportedly referred to VTA workers as “uneducated.” Additionally, a video posted by the VTA on social media accused workers of lying about contract talks; it was later removed.
Local 265 President/Business Agent Raj Singh criticized the VTA’s approach: “The VTA is trying to bully their employees with this latest contract offer that has rolled back proposals on overtime and attendance. It’s reprehensible,” he said. Singh also mentioned Richardson’s comment about workers being uneducated and urged management to negotiate earnestly.
The latest contract proposal from the VTA included previously withdrawn terms on overtime calculations and attendance policy. The agency also sought Governor Newsom’s intervention to compel workers back to their jobs. However, the Governor advised both parties to negotiate a fair contract respecting the workers’ contributions.
ATU International President John Costa expressed disappointment: “Once again, the VTA has shown a blatant disregard for the hardworking men and women who keep San Jose moving,” he said. Costa emphasized that members deserve respect after enduring challenges like a mass shooting and working through the pandemic.
