USPS sets date for advanced annual leave provisions for CCAs and PTFs

The United States Postal Service (USPS) has announced the implementation date for advanced annual leave provisions for city carrier assistants (CCAs) and part-time flexible (PTF) carriers. This change follows Arbitrator Nolan’s interest arbitration award dated March 21, 2025.

Effective from July 12, 2025, during Pay Period 16-2025, eligible CCAs and PTFs will receive advanced annual leave. The USPS has outlined that under the National Agreement Memorandum of Understanding (MOU) regarding PTF Advanced Annual Leave, PTF employees will be granted 40 hours of annual leave. This amount is prorated to the end of their first leave year as a PTF and continues annually unless they transition to full-time status.

Similarly, the MOU concerning CCA Advanced Annual Leave specifies that after completing an initial 360-day appointment as a CCA, and upon reappointment to any subsequent positions, CCAs will also receive an advance of 40 hours of annual leave. Initially, this leave is prorated to align with the end of their current 360-day term.

Both eligible CCAs and PTFs can expect these adjustments in their annual leave balances to be reflected in their earnings statement for Pay Period 16-2025.
