Washington, D.C. – North America’s Building Trades Unions (NABTU) President Sean McGarvey has expressed support for the Trump Administration’s recent decision to promote the use of Project Labor Agreements (PLAs) on federal construction projects.

McGarvey stated, “The debate over the effectiveness of Project Labor Agreements has long been settled and reaffirmed by industry leaders, contractors, developers, and governments alike: PLAs work. They remain the most reliable tool to ensure that large-scale infrastructure projects are delivered on time, on budget, and to the highest standards of quality and safety.” He emphasized that with this action by the Trump Administration, these benefits will continue across federally owned construction projects.

He further noted that reinforcing the PLA Executive Order will generate more middle-class careers for both union and non-union workers and create opportunities for contractors. “The decision…shows that there is agreement that PLAs should be used for large-scale construction projects,” he added.

According to McGarvey, as federal agencies implement this policy, communities nationwide will benefit from increased job opportunities on projects where PLAs ensure workforce stability, project efficiency, cost certainty, and sustainable career pathways.

“We welcome this action as a commonsense move that strengthens taxpayer return on investment and delivers American infrastructure more effectively and safely,” McGarvey concluded. He highlighted the importance of a U.S.-trained workforce in achieving these goals.
