Branches will soon begin negotiations with management to discuss their Local Memorandum of Understanding (LMOU) as outlined in Article 30 of the 2023-2026 National Agreement. The period for local implementation is set from May 27, 2025, to June 26, 2025.

The National Association of Letter Carriers (NALC) has provided resources to aid local branch presidents in this process. An LMOU Negotiations Guide along with reference documents have been made available. These materials include tips on preparing for negotiations, drafting proposals, and understanding impasse rules. They can be accessed electronically via the Members Only portal on the NALC website under the Presidents Docs tab. Additionally, printed copies will be sent to regional national business agents’ offices starting Tuesday, May 6.

“Preparation is key for successful LMOU negotiations,” emphasizes the importance of reviewing these guides to ensure readiness.
